TITLE:
Recovery Act - Energy Efficiency and Conservation Block Grants - Formula Grants

ITEM:
Notice that the American Recovery and Reinvestment Act of 2009 (ARRA) directs the Department of Energy (DOE) to issue/award formula-based grants to states, U.S. territories, units of local government, and Indian tribes under the Energy Efficiency and Conservation Block Grant (EECBG). This is program that issues formula-based grants under the Energy Efficiency and Conservation Block Grant (EECBG) Program. The purpose of the program is to reduce fossil fuel emissions, reduce total energy use, and improve energy efficiency in the building sector, the transportation sector, and other appropriate sectors.

ACTION:
Applications are due by May 26, 2009 from state applicants and June 25, 2009 from local government and tribal applicants. Eligibility is limited to states, U.S. territories, units of local government, and Indian tribes. However, states must subgrant at least 60 percent of their allocation to units of local government in the state that are not eligible for direct grants, so opportunities may exist for partnerships with colleges and universities.

TITLE:
Rural Business Enterprise Grant Programs (RBEG)

ITEM:
Notice seeking applications under the provisions of the American Recovery and Reinvestment Act (ARRA) of 2009 for the Rural Business Enterprise Grant (RBEG) program when funds become available. The primary objective of the program is to improve the economic conditions of rural areas.

ACTION:
Applications are due by June 9, 2009. Approximately $20 million is available to support 200 awards. States, counties, cities, townships, and incorporated towns and villages, boroughs, authorities, districts and Indian tribes on federal and state reservations serving rural areas are eligible to apply. Also, land-grant colleges, universities, or other institutions of higher education (including 1994 Land Grant (Tribal Colleges) and 1890 Land Grant Colleges and Historically Black Universities), are eligible to apply.

TITLE:
Recovery Act

U.S. Department of Agriculture (USDA); Natural Resources Conservation Service (NRCS)

ITEM:
Recovery Act (ARRA) potential projects at USDA are being evaluated and specific information will be posted as implementation proceeds. Currently, Natural Resources Conservation Service (NRCS) has announced ARRA funding to provide the greatest public and environmental benefits through floodplain easements and investments in watershed infrastructure improvements. Watershed rehabilitation projects will mitigate the risks of failure and threats to public safety posed by aging flood control infrastructure.

ACTION:
Watershed Rehabilitation ($50,000 available); Watershed Operations ($145,000,000 available); and Floodplain Easements ($145,000,000 availalble). $30,000,000 maximum for any one state. States are eligible to apply, but partnership opportunities may exist for colleges and universities.

Notice of an open stakeholder Webcast and publication of draft Implementation Plan. A key purpose of the Webcast is to share information with stakeholders on decisions and requirements related to the Recovery Act (ARRA) and to provide agencies with best practices for implementation of the Federal Financial Report (FFR) and the Research Performance Progress Report (RPPR). Generally, the purpose of the Webcast is to receive input from stakeholders to inform government efforts as they relate to streamlining and stewardship of federal policy and practice relating to grants, cooperative agreements, and Federal financial assistance.

ACTION:
The webcast will be held on April 21, 2009 from 2-3:30 p.m., Eastern Time in Room B-180 of the U.S. Department of Housing and Urban Development (HUD), 451 7th Street SW., Washington, DC. The Webcast will be broadcast live. Relevant meeting materials will be posted on GPC website in advance of the meeting. Recovery Act (ARRA)-Transportation Electrification

Notice seeking applications to establish development, demonstration, evaluation, and education projects to accelerate the market introduction and penetration of advanced electric drive vehicles.

ACTION:
Applications are due by May 13, 2009. Approximately $378 million is expected to be available. Cost sharing is required. Eligibility is unrestricted.

TITLE:
NIST Recovery Act Measurement Science and Engineering Research Grants Program: Providing the Technology Infrastructure to Address National Priorities

ITEM:
Notice that NIST announces the availability of up to $35 million to award approximately 20-60 grants and cooperative agreements in support of measurement science and engineering research as part of NIST's activities through the American Recovery and Reinvestment Act of 2009 (ARRA). Proposals will be considered that address measurement science and engineering research needs in areas of national importance. These areas of national importance are energy, environment and climate change, information technology/cybersecurity, biosciences/healthcare, manufacturing, and physical infrastructure.

ACTION:
Applications are due 30 days after publication of the Federal Register notice announcing the NIST ARRA Measurement Science and Engineering Research Grants Program. As of March 17, 2009, this notice has not yet appeared in the Federal Register. Colleges and universities are eligible to apply.
