Procedures for Placement of a New Program on the University Academic Plan

A. Origin and Review of Proposal

(Modified from 80-81 CAPP 1)

  1. A formal request to place a new program on the Academic Plan originates with a department or program committee. (An informal request from students, faculty, staff, or the community may lead to the development of such a formal request.)
     
  2. The formal request is prepared according to the format specified in section B, including a proposed date of implementation, and is submitted by the department or program committee to the appropriate college office no later than the end of the Spring Quarter of the academic year preceding the first academic year of the next five-year Academic Plan (e.g. by the end of Spring 2000 for the 2001-2 through 2006-06 Academic Plan).
     
  3. The college analyzes the proposal and consults with the appropriate associate vice presidents and the Director of the Library. The college reserves the right, after consultation with the department or program committee, to alter implementation dates proposed and to establish priorities among its programs.
     
  4. The college submits the request, its analysis and recommendation, and the analyses of the administrators cited in A.3 to the Committee on Academic Planning and Resources no later than the beginning of the Fall Quarter of the academic year preceding the first academic year of the next five-year Academic Plan.
     
  5. The Committee on Academic Planning and Resources analyzes all requests following the guidelines given in section C. The committee develops a proposed Academic Plan for the next five-year cycle, including rationale for and implementation dates of all new programs, and submits it to the Academic Senate in time for action before the end of the Fall Quarter of the academic year preceding the first academic year of the next five-year Academic Plan. The committee reserves the right, after consultation with the department(s) and the college, to alter the implementation dates proposed and to establish campus priorities among programs.
     
  6. The Academic Senate takes action on the proposed Academic Plan prior to the end of the Fall Quarter. The Senate reserves the right, after consultation with the Committee on Academic Planning and Resources, to alter the proposed Academic Plan and to set its own priorities among programs.
     
  7. The proposed Academic Plan is submitted to the President for action. After presidential approval, with or without modification, the five-year Academic Plan (Appendix E) is transmitted to the Chancellor's Office by the early January deadline. The Chancellor's Office analyzes the proposed Academic Plans of the twenty campuses and submits them, with or without changes, to the CSU Board of Trustees. Final action by the Trustees normally ensues in March of the academic year preceding the first academic year of the Plan. (e.g. March 2000 for the 2000-2001 academic year).
     
  8. After Senate and Presidential approval of the Academic Plans, departments submitting programs for the first year of the next 5-year Academic Plan should immediately submit the program proposal to CIC in the format prescribed in Chapter 5. (This should be done no later than Winter Quarter.)
     
  9. After the Trustees place the program on the Academic Plan, the University can submit approved program documents (from CIC the Senate, and the President to the Chancellor's Office for approval in the appropriate time frame. If the program is for the first academic year of the next five-year Academic Plan, the approved CIC document should be immediately sent to the Chancellor's Office. The Chancellor's Office requires two or three months for its analysis and CPEC requires another two or three months.
     

B. Format of Proposal

  1. Programs proposed for implementation in the first academic year of a five-year Academic Plan will use the format for a new degree major as prescribed in Chapter 5. (This program proposal will be used for analysis at all levels mandated in section A above and, if the program is approved, will be submitted to the Committee on Instruction and Curriculum no later than the Winter Quarter of the academic year preceding the initiation of the new Academic Plan.)
     
  2. Programs proposed for implementation in the succeeding four academic years of a five-year Academic Plan will use the following format with headings, excluding material in parentheses. Number the pages in the upper right corner. Leave margins approximately one inch in width.

C. Evaluation by the Committee on Academic Planning and Resources

The Committee on Academic Planning and Resources will evaluate requests to place programs on the Academic Plan using the following criteria and any others deemed pertinent.

  1. Appropriateness of the proposed program for CSUH.
     
  2. Consistency with the policies of the Board of Trustees and of the University.
     
  3. Relationship of the proposed program to existing programs.
     
  4. Need for the proposed program in terms of existing and anticipated student demand and/or employment opportunities.
     
  5. Feasibility of the proposed program in terms of available resources.
     

The Committee on Academic Planning and Resources will consult with the involved department(s), program committee(s), college(s), administrative officers, and any others interested in making an evaluation. The committee will consider all proposals as part of the University's five-year Academic Plan and not as isolated requests. Thus any proposal may be:

  1. Placed on the Academic Plan at the date proposed.
     
  2. Placed on the Academic Plan at a date later than the one proposed.
     
  3. Not placed on the Academic Plan for the next five-year cycle. If this action is recommended, the department(s)/college may appeal to the Academic Senate for placement on the Academic Plan or may resubmit the request in a subsequent year.
