What is the baseline computer project?
- This is a multi-year project beginning in 2007-2008 to meet the objectives below.
- To replace lab computers every three years and faculty and administrative computers every four years.
- To manage computers as infrastructure. This will make it possible to centrally administer policies and practices to protect computers from security attacks. We will also replace malfunctioning computers that can not be repaired on a timely basis.
- To standardize the configuration of computers, in order to reduce costs for technical support.
- To replace 500 computers per year, and gain the benefits of economies-of-scale and reduce the costs of purchasing computers. (Dell was awarded the contract for these computers based on the best cost and services that were offered in a competitive bid procedure.)
How will the baseline computers be allocated to divisions and colleges?
- ITS will use the following formula to allocate computers in a fair and consistent manner.
- One computer per tenured or tenured-track faculty member (four-year refresh cycle)
- One computer per full-time staff member (four-year refresh cycle)
- One computer per three lecturers or part-time faculty members (four-year refresh cycle)
- One lab computer per fifteen FTE student enrollment (three-year refresh cycle)
How will baseline computers be assigned to faculty and staff members?
The executive leadership of each area (i.e., vice-presidents and deans) will determine the needs within their areas. They will make decisions about how baseline computers are to be assigned to faculty and staff members and computer labs based on the ages of computers to be replaced and the greatest needs in their areas.
How will computer orders be handled for new hires and new positions?
The baseline computer project encompasses computers for fiscal year 2007 staff and faculty positions. New hires for existing positions would use the computer already allocated or setup for that position. If a new position is created that requires a computer, the department must pay for the computer. In future years this new position’s computer will be incorporated into the baseline project.
Can we schedule when our computers will be ordered and when they will be received?
Yes. Your department should develop a schedule of when you need the computers to be delivered and inform ITS. We will order the computers so that they can be received and configured according to your schedule.
How will the baseline computers be configured?
The computers will be Dell Optiplex 755 computers with the following configurations.

Can we purchase additional computers using the configuration and cost savings of baseline computers?
Yes, departments can purchase computers with the same configuration as baseline computers and at the same cost as baseline computers. Departments should work with their technical support coordinators to develop specifications for these computers. The IT coordinators will work with the department to create a purchase order which will be attached to the quote for the computer. This information will be send to Procurement for ordering. Purchase orders are required for all computer purchases. Credit cards cannot be used to purchase computers.
Can we order computers that are different from the baseline computers?
Yes, departments can order computers that are configured differently than baseline computers. These can be laptop computers, Apple computers, or computers with various enhancements. Departments should work with the IT coordinator in the area to create the appropriate specifications and place the order. Your department would pay the additional costs for any enhancements.
What are the steps for ordering a non-baseline computer?
- A faculty or staff member submits a request to the designated requestor (i.e., person who is authorized to create Peoplesoft express purchase orders) in her area.
- The designated requestor approves the request and submits the request to the Help Desk (http://www.csueastbay.edu/its/helpdesk).
- The Help Desk assigns the request to the appropriate IT coordinator.
- The IT coordinator consults with the faculty or staff member and the requestor to create specifications and a quote for the computer.
- The IT coordinator sends the specifications and the quote to the manager of User Support Services (USS) or College Technology Services (CTS).
- The USS or CTS manager reviews the request and sends the approval to the requestor and the IT coordinator.
- The requestor creates a Peoplesoft express purchase order.
- The Procurement Office processes the express purchase order.
