Early Exit Program (EEP)
Please note that this is currently a proposed program. The University is currently going through the meet and confer process with the various unions that represent our faculty and staff members regarding an Early Exit Program for our campus. As such, conditions are subject to change. If that is the case, you will be notified of such changes. We anticipate having the application period run from November 2, 2020 at 8am through November 16, 2020 at 11:59pm.
As part of its efforts to manage budget reductions, California State University, East Bay (CSUEB) is implementing this EARLY EXIT PROGRAM ("EEP"), to provide employees who choose to voluntarily separate with a financial severance package. This is a one-time, non-precedent setting program. Participation in the EEP will also require the execution of irrevocable separation agreements, which will include a standard general release of claims, as further explained in the TERMS AND CONDITIONS. - Employee ensures she/he/they meets the eligibility requirements set forth in the Terms and Conditions and reviews application with their appropriate administrator.
- The appropriate administrator after consulting with their Divisional Vice President determines a separation date no later than December 30, 2020 based on business continuity needs. If additional time is needed, Divisional Vice President must consult with President Morishita to determine a separation date that is based on business needs.
- Employee submits completed application form via Adobe Sign or sends a hard copy to AVP André Johnson in Human Resources, however Adobe Sign is highly preferred. HR will route the application for appropriate administrator and vice president signatures.
- Human Resources will notify the Employee of receipt of the application and conditional approval by email and send the Employee the First Separation Agreement and Release. The formal approval is conditioned on the Employee's timely execution of the First Separation Agreement and Release. The First Separation Agreement and Release will include, among other provisions, a general waiver and release of all claims.
- Employee has fourteen (14) calendar days from the date that the Employee receives notice of the Employee's conditional approval and the First Separation Agreement and Release to return an executed First Separation Agreement and Release to Human Resources. The failure to return the executed First Separation Agreement and Release within this specified time period will result in the University rescinding the conditional approval of the Employee's application to participate in the EEP.
- Employee signs and submits the First Separation Agreement and Release. This makes employee eligible for 20% of the calculated severance benefit.
- HR sends copy back to employee for their records.
- Human Resources will send Employee the Final Separation Agreement and Release at least 14 calendar days before the Employee's final date of employment. Employee must execute the Final Separation Agreement and Release on Employee's final date of employment via Adobe Sign. The failure to execute the Final Separation Agreement and Release on the employee's approved separation date, will result in the Employee not being eligible for the final 80% of the severance pay.
- Upon separation and receipt of the Final Separation Agreement and Release, Human Resources will process payment of both the 20% and 80% of severance pay for receipt by Employee within 30 calendar days, to be paid in one payment. If the Final Separation Agreement and Release is not executed on the final day of separation, only the 20% payment will be issued within 30 calendar days.
