Continuity

In alignment with the state of California State Executive Order S-04-06 and California State University (CSU) Executive Order (EO) 1014 – CSU System Continuity Program, California State University, East Bay (CSUEB) shall develop and maintain a local continuity of operations program to ensure essential functions continue during and after incidents that disrupt normal campus operations.

CSUEB prioritizes life safety and the well-being of the campus community. Continuity efforts are coordinated in partnership with University Police, Environmental Health & Safety, Facilities Development & Operations, Information Technology, and other campus units, as appropriate.

The University must be prepared to address disruptions, such as natural disasters, cyber incidents, infrastructure failures, public health emergencies, and other events that may affect operations at the Hayward and Concord campuses. Emergency response activities may initially be managed through the Emergency Operations Center (EOC) and designated emergency leadership.

The Continuity Plan (CP) provides the framework for preparing, responding, and recovering from operational disruptions. Department-level CPs may include:

  • Business Impact Analysis (BIA): Identification and prioritization of essential functions.
  • Personnel Accountability: Procedures for communication and employee accountability during an incident.
  • Order of Succession (OOS) and Delegation of Authority (DOA): Designation of leadership continuity to ensure uninterrupted decision-making.

Through ongoing planning and coordination, CSUEB strengthens institutional resilience and its ability to serve students, faculty, staff, and the community.
